GENERAL RULES AND REGULATIONS FOR ALL FLORIDA SkillsUSA CHAMPIONSHIP EVENTS

These Florida Skill Championships regulations are written for the purpose of administering the state and regional contests.

1. Championship participants must be active members of SkillsUSA whose dues have been received in the SkillsUSA, Leesburg, VA office by February 1.

2. REGIONAL - Three contestants per chapter may be entered in each skill contest of the secondary and post-secondary divisions. Five per chapter may be entered in all leadership and general contests. More contestants may be allowed in the leadership contests with the approval of the Regional Coordinator.

STATE ­ First and second place contestants per region may be entered in each of the skill contests by board approval. The state Director has the authority to increase the number of contestants per contest if it is determined that room is available.

3. Participants in state skill contest events must be first and second place winners at the regional contest or an approved alternate. In the event an alternate is to compete, notification must be made to the State Director (alternate: next highest ranked contestant in the contest).

4. Individual contestants may enter one leadership contest and one skill contest of the Florida Skill Championships, excluding the Outstanding Club, Safety and Display contests, provided their participation is approved by their local SkillsUSA chapter. This now applies to Florida only. At National, a contestant will be allowed to compete in only one contest. Example: one Leadership or one Skill but not both.

5. There must be at least six entries from at least two different schools in the secondary division or six entries in the post-secondary division of each regional contest, documented by registration of the region, to have a skills contest or by approval of the regional coordinator.

6. Entry forms for participation in the Regional Florida SkillsUSA Championships must be submitted to the regional coordinator by the deadline indicated by the coordinator.

7. Participants must meet the academic qualifications of the district and the eligibility requirements as listed in the current SkillsUSA Championships Technical Standards Manual.

8. Clothing penalties at regional contests will be established by regional guidelines. Those who do not satisfy dress requirements will receive a deduction of 5% of the total possible points. Such penalties will be assessed by the regional coordinators or their designees rather than by the judges. Official SkillsUSA attire is required for ALL state skills and leadership contestants. A total of 5% of the total score will be deducted by the state director or director's designee. These points will be deducted from the total score after the judges have turned in their score sheets.

9. Contestants who do not bring the required tools and materials as specified in the individual contest regulations will be assessed a two-point penalty per missing item by the state/regional head judge. The judge will furnish the required item but must assess the required penalty. ALL contestants are responsible for their safety items and judges will not allow a contestant to compete until they have all and are using proper safety protection.

10. Contestants and advisors certify the contestant has been trained in the proper and safe operation of all tools, machines and equipment used by the contestant in the contest.

11. Contestants must work independently without assistance from judges, teachers, fellow students, or observers. Contestants will be disqualified for receiving such assistance.

12. Cameras with flashbulbs or recording devices of any kind will not be allowed in any contest area without consent of the State SkillsUSA Director or Regional Coordinator.

13. All contestants will wear official SkillsUSA uniforms or business-like attire to the awards ceremony (see "clothing requirements"). Contestants who are not in proper attire will not be allowed to receive their medals on stage.

14. OBSERVERS AND ADVISORS AT SkillsUSA CONTEST EVENTS MUST ABIDE BY THE FOLLOWING SPECIFIC RULES:

a. All observers, including advisors, must use area designated for observers.

b. Observers and advisors shall not talk or gesture to contestants.

c. If a judge observes contestants accepting assistance from observers and advisors will notify the Regional Coordinator or State Director who will determine what action should be taken.

d. Observers, parents of contestants and advisors are not allowed in a contest area or contestant holding room or at the contestants' meeting. Observers and advisors will not lunch with contestants unless the contest is totally completed.

e. Additional limitations on observers, such as not entering or leaving during a demonstration or sequence, may be posted to protect contestants from unnecessary distractions.

f. Program instructors must not be in the contest area after the judges arrive for any reason. If a judge needs help or supplies the head judge will send for the regional coordinator or state director/or designee who will provide whatever is needed for the contest.

15. If a contestant feels that a rule violation occurred during the contest, the contestant may file a grievance. The grievance form may be obtained from the head contest judge and must be returned to same. The head judge must accept the grievance and must make a ruling on the grievance.

If the head judge cannot rectify the grievance to the satisfaction of the contestant, then and only then may the contestant ask that the grievance be presented to the official grievance committee for consideration.
All grievances must start with the head judge of each contest while the contest is in progress. Time missed while making a grievance report to the judge will be given to the contestant to complete his/her contest without penalty.
No grievances will be filed after the contests are concluded.

Final interpretations of all contest rules will be made by the Florida State Director or the Regional Coordinator at the regional contests.
